generally. j j Social Welfare, like Social Medicine, will fix its own standards, have its own objectives and develop its own techniques *n achieving the objectives. It cannot follow the Western standards, objectives and techniques. Asia in general and India in particular have an outlook different from the outlook of European cultures. It is different but not inferior by any means. The general impression of inferiority is a hearsay affair of the thoughtless circles. It has been created V followers of fashion, social climbers and profiteers among our countrymen, and has gathered strength because of the lack of contact between the rulers and the rnled. The rulers created or encouraged elasses which also became isolated from the masses. Incidentally, the gulf between the rulers and the ruled was not so wide as it became after 1857. The rulers (and even the Masses created by them) then quarantined themselves and intensified the differences in the outlooks, instead of eliminating them and evolving a common or Modified outlook. We intend devoting a section in this journal to Social Welfare, and invite contributions from all interested in the differences between the time-honoured Indian ontlook, a modified Indian outlook, a unified World outlook, social welfare and social medicine, be they ministers of reli-
